Why does installation freeze while loading devices before getting to menu?

I ran into this problem while trying to reinstall WinXP Pro on an HP ZD8000 or something...turns out I had to go into the BIOS and turn off every device I could to get it to move past this. The funny thing was I was able to load Ubuntu without a problem, go figure.
